However, the problem of high leakage rate in buildings has not fundamentally changed. The low reliability and durability of waterproof products have not been fundamentally eliminated. We will continue to promote the quality improvement of the entire building waterproofing industry chain. At present, the association has issued the "Implementation Plan for the Implementation of the Central Committee of the Communist Party of China and the State Council's Guiding Opinions on Carrying out Quality Improvement Actions", and will promote the creation of quality improvement demonstration zones, information quality control pilot enterprises, and full-staff quality management pilot enterprises.

The General Administration of Quality Supervision, Inspection and Quarantine has listed construction waterproof coils as a key product for annual quality improvement for six consecutive years. Over the past six years, the waterproofing industry has achieved remarkable results in improving the quality of the waterproofing industry and has played an important role in promoting the transformation and upgrading of the industry. The improvement of quality has promoted the industry's pace of eliminating backward production capacity and transforming and upgrading. The market share of large and medium-sized enterprises has increased significantly, and the market share of mid-to-high-end products that meet the needs of sponge cities, comprehensive pipelines, green buildings, and prefabricated buildings has expanded year by year.

According to statistics, from January to September 2017, the main business income of large-scale enterprises in the construction waterproofing industry increased by 12.8% year-on-year, and the total profit increased by 15.4% year-on-year. Compared with the same period last year, the growth rate increased by 5 percentage points and 12.3 percentage points respectively.

"Backward production capacity is still oversupply, product homogeneity is relatively common, industry concentration is low, and the degree of market behavior standardization still needs to be improved." Zhu Dongqing said that the quality of construction services is the shortcoming of quality improvement work. It is necessary to improve the quality of the entire building waterproofing industry chain, covering product quality, project quality, service quality and other aspects. This is also a new mission to improve the quality of the construction waterproofing industry in the new era.

The main measures proposed in the "Implementation Plan of the Central Committee of the Communist Party of China and the State Council's Guiding Opinions on Carrying out Quality Improvement Actions" include: accelerating the upgrading of standards and specifications, improving the level of management informatization, playing a demonstration and leading role, carrying out quality and technology research, improving the talent training system, carrying out well-known brands, improving the quality assurance system, and strengthening public opinion publicity.

Zhu Dongqing said that in 2018, the China Construction Waterproofing Association will carry out a number of tasks to promote the improvement of industry quality. Including continuing to assist the General Administration of Quality Supervision, Inspection and Quarantine to carry out post-certification supervision of certified enterprises; promoting the creation of quality improvement demonstration zones, information quality control pilot enterprises, and full-staff quality management pilot enterprises; carrying out product standards preparation, organizing the compilation of mandatory national standards such as "Construction Waterproof Coil Safety and General Technical Specifications" and "Construction Waterproof Coating Safety and General Technical Specifications"; promoting relevant competent departments of the Ministry of Housing and Urban-Rural Development to reform systems such as standards, quotas, bidding and qualifications, and encourage enterprises to make commitments to the quality assurance period of products and projects.
